Two different controls apply in Ampthill and people routinely confuse them.
Conservation area status tightens what's permitted across a whole area — materials, windows, rooflines, and anything altering how a building looks from the street. Some permitted development rights are removed entirely.
Listed building consent is separate, applies to the individual building, and covers the inside as well as the outside. Removing an internal wall, changing a staircase or replacing windows in a listed property needs consent even where planning permission wouldn't be required at all — and doing it without is a criminal offence, not a planning irregularity.
Applications go to Central Bedfordshire Council. We'll tell you at survey which of the two you're dealing with, and work with a conservation-experienced architect where the property warrants it.
